Is the best way for government to solve global warming to combine all the plans from Congress?

I mean to say, combine all the members of congress' ideas and the presidents ideas only excluding those plans that are incompatible or detrimental with included ideas resulting in the legislation being less effective then any combination including it. Though most ideas people have come up with can be implamented without harming the effectiviness of other ideas meaning it makes sense to do the vast majoriety. I think this could be held up as a triumph of bi-partisonship in the way that both parties ideas are included, as well as a triumph of internal party co-operation between politicians of the same parties to use the vast majoriety of eachothers ideas as well as interbranch co-operation with the executive branch by including the presidents ideas as well. I think this would also result in the best most effective largest impact global warming legislation covering the widest range of areas that would actually solve the problem as well as possible at this time.
